When you spend an Action Point, it goes away until the character does something to earn it back. Different games have different rules for regaining Action Points, but the default rule is that characters regain them when they successfully complete an action of moderate or greater difficulty which has some kind of significance for them. Examples of events which probably don't warrant the awarding of an Action Point include successfully unzipping one's pants, or convincing a person you just met to listen to you speak. Unzipping the pants of someone else who you've been trying to get to know for a while, or winning the respect of someone who previously distrusted you, on the other hand, might be worth a point. Note that even when they're being very successful, when using this system characters probably won't gain more than a couple of Action Points per session at the most.
Thresholds are depleted when characters uses extraordinary abilities, like spells and mutant powers. These are regained at a rate of one point per hour of sleep. This is enough for most characters to regain all the points of their threshold in one night of sleep, although more powerful characters may take more than eight hours to recharge.
