Favor Veto is a Meta-Plead to the Cobbler that by the virtue of the sheer silliness of the Pleaders shout (augmented, based on word choice, by the Cobbler's approval) results in potentially all speech (including verbal incantations) being disrupted by confusing the audiences words or shutting down their ability to talk altogether due to fits of laughter or sheer surprise. This affects all characters within earshot (including the Pleader) unless they spend an action to cover their ears first. All characters in earshot must roll Resisting Distraction versus the Pleaders success. A character who attempts to resist the effects of this spell but fails to get any degrees automatically bungles any attempt at speech this round (including incantations). A Bungle, of Resisting Distractions, also results in a fit of laughter or shock that affects the bungler as described in the Effects of Bungles column. For characters that get any number of degrees on Resisting Distraction, they must modify any attempts at speech this round by the amount that they lost by.
